The Food and Agriculture Organization of the United Nations reports as of Aug. 14 that immature locust swarms persist in the Horn of Africa, with concentrations in northwest Kenya and Uganda. Cool temperatures and local wind patterns have limited their ability to migrate northwards; some swarms may remain in the area until the expected rains in October. Control operations are underway in these areas.

Other immature swarms have been sighted in Somalia, Ethiopia and Yemen. Due to good rains and an increase in lush vegetation, an increase in breeding is expected, leading to more locust infestations during August and September.

In Southwest Asia, breeding continues along both sides of the Indo-Pakistan border; hopper groups and bands forming in the region, and control operations continue in both countries.
