The FBI announced the arrest of five individuals for their purported participation in China’s “Operation Foxhunt,” a project described by FBI Director Christopher Wray as a program whereby the Chinese government tracked down political dissidents around the world. He called this part of China’s “violation of laws and norms left and right.” According to Wray, a whole-of-government approach is required because China intends to surpass the United States and become the world’s leading power by any means necessary. And there is no institution more dedicated to preventing China’s malign influence than the FBI, he maintained.
