On Dec. 3 at the Organization of Security and Cooperation in Europe (OSCE) Ministerial Council, the heads of delegations from Russia, France and the U.S., co-chairs of the OSCE Minsk Group issued a statement calling on Armenia and Azerbaijan to begin negotiations for a lasting and sustainable peace agreement under their auspices. They also call on all foreign mercenaries to leave the territory of Nagorno-Karabakh, and that Baku and Yerevan must aid this process.
