India’s External Affairs Minister Subrahmanyam Jaishankar has conferred with officials in Iran and Russia on the situation in Afghanistan, as U.S. forces now depart. On July 7, Jaishankar left for Tehran, in what came out publicly as a last-minute announcement, even described as a “fuel stop,” en route to Moscow. But meetings with officials took place. The foreign minister met with Iranian President-elect Ebrahim Raisi. In Moscow, Jaishankar had several private and public events.
