EU foreign policy chief Josep Borrell said July 30 that the bloc’s “insufficient” vaccine shipments to Africa and Ibero-America risked Europe’s losing influence to China. “China’s expansion in Africa and Latin America should concern us and should occupy us a great deal,” he said.
