On April 19, a message potentially triggering a nuclear alert appeared on the website of the Russian Emergency Ministry, warning the population about a retaliatory NATO nuclear strike to occur around Orthodox Easter (April 24). The implicit meaning was that Russia would strike first and the U.S. would respond. The message was eventually deleted, and Kevin Rothrock, a Russia-watcher, tweeted that it had been a hacker operation:
