Will the U.S. Try To Blow Russian Debt Out of the Water on May 25?

That is the deadline set by the U.S. Treasury Department’s Office of Foreign Assets Control, when they are expected to allow a general license to lapse, which is a loophole they themselves created in the last round of sanctions, in order to permit some Russian debt payments to be made to foreign bondholders.
