The Sept. 14, 1982 issue of EIR magazine published a short statement written by Lyndon LaRouche on Sept. 5, just days after Mexico’s then-President José López Portillo had used his annual “Informe” (State of the Nation) address to make the shocking announcement that he had just nationalized Mexico’s “autonomous” central bank, the Bank of Mexico, as well as the entire private banking system, in order to stop the deadly financial warfare, including capital flight, against Mexico. LaRouche’s statement, “Mexico: ‘Back To an Industrial Society,'” presents principles and policy proposals which are fully applicable to today’s situation. It includes the following characterization:
“True, the majority of the measures [announced by López Portillo] taken coincide exactly with recommendations which this writer has made recently to every government and other leading circles in Ibero-America. Therefore, this writer does understand these measures better than any individual outside leading circles of lbero-American government themselves. However, this writer was neither forewarned of Mexico’s actions, nor in any way part of a conspiracy with the U.S. and Ibero-American governmental circles directly involved in negotiating preparations for these actions.
