In Detroit, Michigan, a water shutoff moratorium had been in place since the start of the pandemic. Detroit, ranked the country’s poorest large city, has had problems for years with utility payments from its residents, 30% of whom are officially in poverty. Before the pandemic, fully one in ten households spent over 25% of their income on water bills.
