Russia’s Deputy Foreign Minister Sergey Vershinin on the Defense Ministry’s Zvezda TV yesterday was asked about peace talks with Ukraine. He reminded his interviewer: “There have already been negotiations” between Russia and Ukraine, in both Minsk and Istanbul. “As you remember, they were interrupted by the Ukrainian side.” But such decisions “aren’t made in Kiev. The decisions are made in other capitals, first of all in Washington and Brussels. So, inquiries should be sent there.”
