Speaking on the US Tour of Duty podcast on April 19, Scott Ritter, a former United States Marine Corps intelligence officer and former United Nations Special Commission inspector, said Russia has no need to use nuclear weapons in Ukraine, beecause it can carry out all its missions by conventional means.
“Russia is not going to use nuclear weapons [in Ukraine],” Ritter said, when asked how Moscow could react other than with nukes, if Kiev mobilized five million people. “I don’t know why people can’t get it,” he added.
Ritter said such a mobilization by the Ukrainian government is not possible, as “Ukraine has nothing left.”
