In a lengthy video interview, Kyrylo Budanov, the infamous head of the Military Intelligence Directorate (GUR) of Ukraine’s Ministry of Defense, was asked about the GUR’s website having an “Enemies” section. He answered: “It is quite simple; we will be bringing all of them to fair liability. In our understanding, a fair liability for certain individuals, for their actions, for what they committed can only be physical extermination.” (https://www.youtube.com/watch?v=VA47jm9weYU )
Later, he explains that the reintegration into Ukraine of 3 million Crimeans won’t be easy: “These are people with a completely different perception of the world. It will not be as easy as it seems…. [T]hey are people with a modified psyche…. We should re-educate those who can be re-educated. With all we have. Both carrots and sticks. One does not work without the other.”
Ukrinform objects that VKontackte (Russian) social media distorts the interview by excerpting the two quotes above to imply that Budanov will liquidate people in Crimea.
