The refusal of the U.S. Congress to send more money or arms to Ukraine has been portrayed ad nauseam as a short-term, crass, political blackmail attempt, simply to force a deal with President Biden on securing the U.S.’s southern border. Hence, somewhat notable is [Politico's Feb. 27 article][(https://www.politico.com/live-updates/2024/02/27/congress/gops-evolving-ukraine-stance-00143623), reporting that there are “many quarters of the GOP” who hold the view “that Ukraine’s odds of winning the war outright are low,” so it is time to seek a peace negotiation with Russia. Marco Rubio (R-FL), vice-chair of the Senate Intelligence Committee, no stranger to posing Russia as the enemy and Ukraine as the salvation, now wants to invoke reality: “The reality, at this point, that we have to confront, is that war ends with a negotiated settlement. And the question is—when they finally figure that out—when we finally get to that point, who has more leverage—Putin or Ukraine?”
