According to Vedomosti, as reported by TASS, the presidential administration established in 2016 and the government set up in 2020 remain largely unchanged, with minor adjustments related to Russia’s military special operation. Deputy Prime Minister Denis Manturov has been promoted to First Deputy Chairman, while Andrey Belousov, formerly First Deputy Prime Minister, has been moved to the Ministry of Defense.

Dmitry Zemlyansky, an expert at RANEPA, highlighted the dual focus on state expenditures and the economy’s capacity to supply high-quality military and civilian products for the military operation. He noted that both Belousov and Manturov are well-versed in the economy’s current state and the effects of government support measures on Russian industry.
