On the sidelines of the NATO summit this week, European foreign ministers and other such officials had meetings with Lt. Gen Keith Kellogg (ret.), a former National Security Council chief of staff under Donald Trump. Kellogg was the co-author of America First, Russia, & Ukraine, published in April and studied by Trump. (The other co-author, Fred Fleitz, was also an NSC chief of staff during Trump’s presidency.) Among other matters, it includes the “motivator” that Kyiv doesn’t get weapons if they refuse to negotiate, an element considered central to Trump’s claim to open negotiations immediately.
Kellogg told Reuters that he had meetings during the NATO summit with several high-ranking European officials, including foreign ministers. Kellogg has said previously that Trump has studied his paper and that they are in regular contact, but that he does not speak for him or his campaign. His co-author Fleitz had mentioned that they “were pleased to get the feedback” from Trump that they did.
