Russian Foreign Minister Sergey Lavrov announced during his speech at the General Debate of the UN General Assembly Sept. 28 that “Russia has launched an initiative to create an inclusive architecture of equal and inseparable security in Eurasia, open—I would like to emphasize—to all states and organizations of our common continent, ready to work together in the search for universally acceptable solutions, using the interdependence and natural competitive advantages of the unified Eurasian space. An international conference will be devoted to this topic in Minsk, starting on 31 October.”
This will be the second such conference. In October 2023, such a conference was convened, attended by about 120 delegates representing 30 countries. It was seen by many as the beginnings of a Eurasian alternative to the Munich Security Conference.
The 2024 Minsk conference is titled, “Eurasian Security: Reality and Prospects in a Changing World.”
