Lavrov on Russia’s Nuclear Doctrine Change: ‘Putin Said It All’

During his press conference following the UN General Assembly session Sept. 28 in which he spoke, Russian Foreign Minister Sergei Lavrov was asked about President Putin’s announced change in nuclear weapons use doctrine, allowing Russia to respond with nuclear weapons to an adversary nuclear power which uses a “proxy” nation to invade or strike strategic assets in Russia: “What does Moscow want to signal?” was the question from an Indonesian journalist.

“The President [Putin] said it all,” Lavrov responded. As to the understanding of this change by Western NATO nations, it’s not for me to say. We will see what they do about [Zelensky’s] demand for the use of long-range missiles into Russia. That will tell us.”
