Speaking at the Foreign Ministry press briefing on Oct. 16, the 70th anniversary of the first Chinese atomic test in 1964, Ministry spokeswoman Mao Ning replied to China News Service about China’s nuclear policy. “The Chinese government solemnly announced [in 1964] that China would not be the first to use nuclear weapons at any time or under any circumstances. History and reality have proved that the policy of not using nuclear weapons first is conducive to enhancing strategic mutual trust, promoting the process of nuclear disarmament, effectively reducing strategic risks, and promoting global strategic balance and stability.
