CCD Pushes for Militarizing Europe's ‘Information Space,’ as EU Signs On

March 12, 2025 (EIRNS)—It is not just Europe’s economy that is to be militarized under the “rearmament” drive; news and information are next. Andriy Kovalenko, head of Volodymyr Zelenskyy’s Center for Countering Disinformation (CCD), demanded March 11 that Ukraine and Europe jointly deploy “information forces” to control news and information sources, and take “joint proactive actions” to silence any narratives deemed favorable to designated “adversaries.”

Kovalenko issued this call on a panel on “Building Global Resilience Against Evolving Hybrid Threats and FIMI” held on the first day of the Kyiv International Cyber Resilience Forum. Joining him on the panel was Austria’s Josef Schröfl, Deputy Director CoI Strategy & Defence at the NATO-linked Center of Excellence for Countering Hybrid Threats. At least five top European cybersecurity officials also spoke, notably including the head of Romanian National Cybersecurity Directorate. Ukraine’s Detector Media happily reported that a memorandum of cooperation was signed between the EU’s European Cybersecurity Competence Center (ECCC) and Ukraine’s National Cybersecurity Coordination Center (NCCC), like the CCD, an agency of Zelenskyy’s National Security and Defense Council.
