March 5, 2025 (EIRNS)—The Cairo Plan also includes an official estimate of the destruction and genocide, as well as the creation of a Palestinian state and political governance.

The Egyptian Gaza reconstruction plan details the genocidal loss of life, and mass destruction of the Gaza Strip, comprising 47,000 deaths, including 13,000 children and 7,200 women; 111,000 injuries as of January, 2025; displacement of over 2 million people; severe shortages of necessities; some $29.9 billion in material damage and $19.1 billion in economic and social losses, according to Al Ahram daily.

The reconstruction plan aims to go hand-in-hand with implementation of a two-state solution, based on the June 1967 borders, with two capitals in Jerusalem. It seeks for the international community to unite in rebuilding Gaza, with governance and security arrangements that uphold the two-state solution, and prevent new conflicts. The ceasefire must be maintained.
