March 25, 2025 (EIRNS)—The British Monarchy’s Royal United Services Institute (RUSI), an institution that helps dictate policy to the Keir Starmer government, issued on March 24 a report, “Consolidating Europe’s Eastern Frontiers: The Options for Ukraine and the Continent,” which calls for a total war perspective against Russia, including shipping long-range missiles to Ukraine to strike deep within Russian borders.
King Charles III is RUSI’s patron; its President, HRH Prince Michael of Kent, is the cousin of late Queen Elizabeth II, and a member of the inner council of the Windsor Royal Family.
Starmer’s Defense Secretary John Healey delivered the evening keynote address July 24, 2024, to RUSI’s Land Warfare Conference, which stated that “The difficult security situation in Europe after Russia’s full-scale invasion of Ukraine has made restoring military readiness and capacity an imperative for the U.K.”
RUSI’s “Consolidating Europe’s Eastern Frontiers” report acknowledges the Russia-United States negotiations to bring an end to the Ukraine conflict, but rejects negotiations, stating that “peace will only be as robust as the means by which it is protected.” The report states, “As the cornerstone of NATO and European security, the United States’ ambiguous position creates deep uncertainty about its response should Russian aggression expand into other European countries.” Since the U.S. likely will abandon Ukraine, RUSI then states, Ukraine must become integrated into a new “Eastern Frontier Operation,” which will “enable Ukraine to withstand and successfully repel a potential future full-scale Russian attack.”
