Notably, U.S. Secretary of State Marco Rubio did not cave in to the stampede over the April 26-27weekend to scuttle U.S.-Russian diplomacy. U.S. Sen. Lindsey Graham, for example, popped up with his ready-to-go escalation, threatening to sanction any country that purchases some of Russia’s valuable commodities. He tweeted that he has “bipartisan legislation with almost 60 cosponsors that would put secondary tariffs on any country that purchases Russian oil, gas, uranium or other products. The Senate stands ready to move in this direction and will do so overwhelmingly if Russia does not embrace an honorable, just and enduring peace.”
