Fearing a Russian attack, the Baltic nations of Lithuania, Latvia and Estonia pledged on June 13 to jointly plan for mass evacuations. Lithuania’s Interior Minister Vladislav Kondratovič said in a press release: “It is important for the Baltic countries to maintain a unified approach and coordinate actions when threats arise in order to ensure the safety of our people—especially in the event of large-scale evacuation.”
In September, there will be a joint military exercise, Zapad 2025, between Moscow and Minsk. The Baltic nations’ mass evacuation scenarios may also be seen as preparation for that exercise. The Zapad 2021 exercise preceded Russia’s special military operation in Ukraine.
