In an official note issued by the Foreign Ministry on the “Systematic Violations of Human Rights and Humanitarian Law in the State of Palestine,” published on July 23, 2025, the Brazilian government
• expressed its “deep indignation at the recurring episodes of violence against the civilian population in the State of Palestine, which are not limited to the Gaza Strip but extend to the West Bank”;
• declared that “the international community cannot remain inert in the face of the ongoing atrocities. Brazil believes that there is no longer any room for moral ambiguity or political omission. Impunity undermines international law and compromises the credibility of the multilateral system;” and therefore
• announced that, because it is the duty of states to comply with their obligations under international law and international humanitarian law, the Brazilian government is “in the final stages of submitting” its formal adherence to the proceedings initiated by South Africa against Israel at the International Court of Justice for its violations of the Convention on the Prevention and Punishment of the Crime of Genocide.
