Speaking to journalists on Sept. 23, Kremlin Press Spokesman Dmitry Peskov reiterated that Russia would agree to adhering to the restrictions set by the New START Treaty limitations for a year after it runs out in February, only on condition that the U.S. do the same. “It was clearly stated that this measure will only be viable if the United States acts in a similar manner. So, there is no ambiguity here,” Peskov explained.
He said it would be “virtually impossible” to agree to a new treaty before the present one runs out. “This is a very complex matter. And, of course, it requires a comprehensive approach. Under these circumstances, Russia will be prepared to adhere to the quantitative restrictions for another year. But this requires an appropriate position, an appropriate decision, from the United States.” He noted that if the United States should not agree to this arrangement, “then, of course, measures will have to be taken.”
