The Bering Strait Tunnel Project Can Open a New Era of Peace Through Development

On Wednesday Oct. 22, Executive Intelligence Review will host an emergency international roundtable discussion on the strategic implications of the Bering Strait Tunnel project, which over the past 48 hours has been put front-and-center in U.S.-Russian relations by social media posts by Kremlin special envoy Kirill Dmitriev calling for the joint construction of such a “Putin-Trump Tunnel,” and U.S. President Donald Trump’s comment in response that he found the proposal “interesting” and that he would think about it.
Russian President Vladimir Putin and Trump are scheduled to meet in Budapest, Hungary around the end of October, to continue their negotiations on ending the Ukraine war, and the Dmitriev proposal may well be on the agenda.
Dmitriev further revealed in a social media post today that “we have started the feasibility study of the Russia-Alaska tunnel six months ago”—i.e., about April 2025, or four months before the historic Aug. 15 Alaska summit between Putin and Trump.
Readers will recall that immediately prior to that summit, on Aug. 11, Schiller Institute founder Helga Zepp-LaRouche had issued an urgent statement: “Zepp-LaRouche Calls on Presidents Trump, Putin and Xi: The Bering Strait Tunnel Project Is the Perfect War-Avoidance Policy.” In that document, Zepp-LaRouche called on Putin and Trump, “when you are meeting in Alaska on August 15 … you could agree to build a corridor across the Bering Strait, and with that rail and tunnel project, unite the rail systems of Eurasia with those of the Americas. This project would open up for development the vast untapped resources of Siberia, as well as the U.S. Arctic resources of oil, gas, precious metals of all kinds, as well as fresh water.… [It] could become the perfect war-avoidance program and greatly enhance the prosperity of the world.” Zepp-LaRouche explained that “the Bering Strait Tunnel project has been studied and promoted over decades by leading scientific and political figures in the United States, Russia and China,” including her deceased husband, the renowned physical economist Lyndon LaRouche.
That Aug. 11 call included a 21-page addendum of historic documentation of the Bering Strait tunnel project, published over the years by EIR.
But the strategic potential of this initiative extends even beyond the Trump-Putin summit. Trump will probably also meet with Chinese President Xi Jinping in that same period. Both Presidents will be in South Korea around Oct. 30, with the APEC summit scheduled to run from Oct. 31-Nov. 1. U.S. Treasury Secretary Scott Bessent will meet with Chinese Vice Premier He Lifeng in Malaysia in about a week, to see if sufficient agreement can be reached on trade and other matters to make such a summit possible.
China has been an avid proponent of the Bering Strait Tunnel project for decades, and would benefit from it directly. It would make perfect sense to shift U.S.-China relations off the dead-end of tariff warfare, and onto the pathway of cooperating in such a project.
Furthermore, the LaRouche Oasis Plan for the Middle East provides a similar peace-through-development approach to solving the crises in that war-torn region as well.
Russia’s TASS news agency today turned to Zepp-LaRouche for an evaluation of the significance of the latest developments. “It is obvious to President Trump that normalizing U.S.-Russia relations will open up enormous prospects for developing economic cooperation between the two countries,” Zepp-LaRouche told TASS. “The most impressive [project] would be the ‘Putin-Trump tunnel,’ which, as Kirill Dmitriev, CEO of the Russian Direct Investment Fund, noted on social media, would become a 70-mile link between America and Afro-Eurasia across the Bering Strait.… The Putin-Trump Tunnel would be the ideal embodiment of the ‘peace through development’ concept.”
