On Oct. 14, the Kiel Institute released its “Ukraine Support Tracker: Military Aid Falls Sharply Despite New NATO Initiative,” which reports on both military aid, as well as financial and humanitarian aid, to Ukraine, going back to Russia’s special military operation on Ukraine, launched on Feb. 24, 2022.
The Kiel Institute reports that the monthly average of military aid allocated to Ukraine for the July and August 2025 fell by 43%, compared to the same monthly average for January through June 2025, and that the European military aid allocated for July and August fell 57%, compared to its monthly average for January through June 2025. The Kiel Institut had to do quite a bit of twisting to produce the result it reported.
One can look at the Institute’s data, in a bar graph, which provide fairly accurate approximations of the amount from each source per month to Ukraine military aid. One can focus on three sources of military aid to Ukraine: all monthly military aid; the U.S. monthly military aid; and the European monthly military aid. For all monthly military aid to Ukraine, it averaged €3.4 billion per month over 2022-2024; it surged to €3.9 billion per month for January to June 2025; and then fell to €2.25 billion per month for July and August 2025.
