China's Premier Li Qiang Says SCO Should Be a Leading Vehicle To Accomplish the Global Security Initiative

Speaking on Nov. 18, at the 24th Meeting of the Council of Heads of State of the Shanghai Cooperation Council (SCO), Chinese Premier Li Qiang stressed the capability of the SCO for the joint implementation of Chinese President Xi Jinping’s Global Governance Initiative (GGI), which he had announced on Sept. 1.

The GGI presents “the visions and practice of global governance, i.e., the international system with the UN at its core, the international order underpinned by international law, and the basic norms of international relations based on the purposes and principles of the UN Charter, have made historic contributions to maintaining world peace and development,” according to the GGI’s Concept Paper. In a world in which, “The UN and multilateralism are being challenged,” the GGI proceeds from five core concepts: “1. Staying committed to sovereign equality. 2. Staying committed to international rule of law. 3. Staying committed to multilateralism. 4. Staying committed to the people-centered approach. 5. Combined with other of Xi’s Initiatives, such as the Global Development Initiative, it will dry out the sources of war, and bring development.

Premier Li Qiang, at the Nov. 18 SCO conference in Moscow, emphasized that the SCO, “should leverage its unique strengths”; “focus on the key areas of development and security” including working “closely to establish the SCO Development Bank as soon as possible” and proposing “the establishment of a China-SCO cooperation center for metabolic diseases”; and “stimulate strong vitality for innovation and transformation … [in] joint efforts to strengthen cooperation in science and technology as well as industrial innovation, and promote cooperation on traditional energy and renewable energy,” reported China’s State Council. “Li also called for efforts to strengthen security cooperation mechanisms, give full play to the important role of the four security centers, and work with the international community to jointly uphold multilateralism and promote universal security and lasting peace.”

Formed in 1996 among China, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan, principally as a security organization, including dealing with border issues, the SCO has broadened out into economic development and infrastructure projects. It has 10 member states, 2 observer states, and 12 dialogue partners, encompassing Southwest Asia, Central Asia and parts of Southeast Asia, and representing 24% of the world’s land area (64% of Eurasia’s), more than 42% of the world’s total population, and more than 25% of the world’s productive output.
