Axios published the full text of what it says is President Donald Trump’s 28-point peace plan for Ukraine. The plan “would force Kyiv to give up additional territory in the east, cap the size of its military, and agree it will never join NATO, according to a draft obtained by Axios and verified by a Ukrainian official, a U.S. official and a source familiar with the proposal.” It was drafted by special envoy Steve Witkoff with inputs from Presidential son-in-law Jared Kushner and Secretary of State/National Security Advisor Marco Rubio.
A U.S. official also told Axios the administration sees the plan as a “live document” that can be changed based on discussions with the parties. The official claimed Ukraine was positive about many of the points during the negotiations and managed to incorporate some of its positions. Trump has also given his personal endorsement to the plan, the full details of which had not previously been published.
