In a press conference on Nov. 5, Russian Deputy Foreign Minister Sergei Ryabkov [told reporters](www.kommersant.ru/doc/8180179) that organizing a meeting between the Russian and U.S. Presidents requires in-depth preparation and elaboration of all aspects of the negotiations, but that these have not yet been met. He did note, however, that “the foreign policy agencies are actively working on everything related to the substantive aspects of this type of contact.” Ryabkov said, “At this stage, our main priority is to ensure the specifics of the framework outlined by the Presidents when they met in Anchorage in mid-August.”
