Someone who has been sanctioned becomes basically an outlaw. We’re going back to the Middle Ages. Someone has been told that he or she has no rights anymore: no bank accounts, no work, no businesses. And there is essentially no way to mount a legal challenge to such a decision by the EU. As a foreign relations decision, such sanctions cannot be challenged in the European Court of Justice.
