The Third Russia-Africa Partnership Forum is taking place on Dec. 19-20 in Cairo. Fifty of Africa’s 53 countries are represented. It is being held at the level of foreign ministers and delegations from African integration institutions, such as the African Union. They will be making preparations for the third Russia-African heads of state summit, which is planned for 2026. The Russia-Africa Partnership Forum was created in 2019. Two summits were held as part of the forum, in Russia’s Black Sea resort city of Sochi in 2019 and in St. Petersburg in 2023. The first ministerial conference took place in Sochi in November 2024. Russian Foreign Minister Sergey Lavrov is leading the Russian delegation.
In addition, the conference will feature a presentation of the Egyptian Agency of Partnership for Development (EAPD) and a discussion devoted to the trilateral cooperation between Russia, Egypt and Africa. Egypt is especially presenting itself as the ideal country for Russia to relate to Africa, because of its strategic location and its long-term cooperation with Russia.
