Another Section of NDAA Authorizes the Schachtian Investment Slush Fund

Section 1051 of the Senate Version of the NDAA, which is titled, “Equity Investments and Related Matters,” authorizes the Office of Strategic Capital (OSC, earlier exposed in EIR as employing Wall Street bankers at fantastic salaries to find, and invest in, “lethal” startups and cutting-edge companies for contracting) to make direct equity investments in private companies. Previously its financing scope was limited to loans and loan guarantees.
