That is the title given by Mohamed Salmawy, a prominent Egyptian intellectual and writer read throughout the Arab world, to his indictment of the foreign nations that take no action to stop their citizens from participating in the Israeli military’s ongoing genocide against Palestinians.

Writing in Egypt’s Al Ahram daily on August 14, Salmawy reported that the IDF had “recently disclosed, for the first time, official figures showing that 50,632 soldiers serving in its ranks hold foreign citizenship in addition to Israeli citizenship.” Those holding dual citizenship include 12,135 Americans, 6,127 French, more than 5,000 Russian citizens, and thousands from the United Kingdom, Germany, Canada, and other countries.

“These figures make the countries of which these soldiers are nationals legally and morally accountable,” he charged. “The presence of their citizens in the ranks of an army waging what is widely described as a campaign of genocide in Gaza and the West Bank—one that has claimed more than 72,000 lives and caused massive destruction to the territory’s infrastructure—means that these states are not merely financing Israel’s wars or supplying it with weapons. They are, in effect, active participants in those wars.”
