Following the much lionized speech to the European Parliament by Mark Carney, the serial central banker acting as Canada’s head of state, still has no “middle powers,” to use his term, lined up to join his Bank for Resilience and Defense. Its intention is to instantly build up Europe’s defense capabilities by the use of Hitler’s Nazi Finance Minister Hjalmar Schacht’s mefo bill method, and thus confront Russia militarily. What Carney has so far is nine nations including his own Canada, a big country with few people; Luxembourg, a tiny country with a very big banking center; and Türkiye, the only major “middle power” with strong military forces. Carney’s primary negotiator, Isabel Hudon, told the Toronto Star on Sept. 18 that he is determined to do “everything possible” to get Germany and the UK into the Defense, Security, and Resilience Bank (DSRB).

The self-designated European Three of Germany, France, and the UK remain involved in other Schachtian “special purpose vehicles” (SPV) set up earlier by European leaders intent on provoking Russia with their defense buildups, to be financed by military contractor giants with national guarantees. These include the Multilateral Defense Mechanism, and Security Action for Europe. They have not, as of today, committed to Carney’s DSRB.
