Elbridge Colby, the Under Secretary of Defense for Policy, frustrated both Democrats and Republicans on Thursday when he showed up on Capitol Hill for a classified briefing for senators without a prepared statement. Senators expressed strong dissatisfaction Thursday after Colby failed to provide an expected update on the Trump administration’s National Defense Strategy (NDS), which was apparently why the briefing had been scheduled in the first place, reported PBS.

Senators also said they were unsatisfied with Colby’s answers to questions ranging from inquiries about the Iran war to growing concerns that President Donald Trump could deploy troops to polling places during November’s midterm congressional elections. Colby acknowledged that discussions about deploying the National Guard were taking place.

This isn’t the first time Colby has snubbed Congress. For example, earlier this year his testimony to the House of Representatives was called “gross” and “disingenuous” by Ohio Republican Mike Turner.
