The Trump administration is promoting a new scheme to spend $5 billion, hoping to attract $5 billion in matching funds from regional partners, to repair oil infrastructure destroyed in the Iran War. The plan would be called the Partnership for Allied Trust and Construction (PACT), according to the Wall Street Journal. The federal agency, the Development Finance Corporation, would oversee the fund. Analysts believe that the Iran War has already caused many tens of billions of dollars of damage to oil infrastructure—and the war is far from over. The terms to the agreement are still being worked out and there are discussions for the matching funds involving Saudi Arabia, the United Arab Emirates, Qatar, Bahrain, Kuwait, Oman, Iraq, and Jordan.

However, many experts warn that without a peace treaty, any repairs will be destroyed just as quickly as the original infrastructure. Bilal Saab, senior managing director of the consulting firm, TRENDS US, told the Journal, “This strategy has ‘risk’ written all over it.”
