Russia and the United States will hold nuclear arms limitation talks in Helsinki, Finland on Monday, Oct. 5, TASS reported today. The Russian Foreign Ministry confirmed that consultations will take place in Helsinki tomorrow. According to the Russian business daily Kommersant, the Russian delegation will be led by Deputy Foreign Minister Sergei Ryabkov, while the U.S. delegation will be headed by Special Presidential Envoy for Arms Control Marshall Billingslea.
