Legal actions by 9/11 plaintiffs against Saudi Arabia, following the passage of the Justice Against Sponsors of Terrorism Act (JASTA) over Obama’s veto, are well known. But civil suits against other defendants have also been pursued, and even won. In December 2011, one group of 9/11 plaintiffs won default judgments against the Taliban, Osama bin Laden and other “non-sovereign” defendants, totaling just over $7 billion. At the time, the judgments were largely symbolic.
But now that the Taliban has come back to power in Afghanistan, the plaintiffs are trying to collect.
