Adm. Charles Richard, the commander of U.S. Strategic Command, continues to rage against the alleged nuclear threat coming from Russia and China. “Both Russia and China have the ability to unilaterally, at their own choosing, go to any level of violence, to go to any domain, to go worldwide, with all instruments of national power,” he told an audience at the Hudson Institute, on Sept. 2, reported Breaking Defense.
