One of those attending the Russian-Latin American Parliamentary Conference was Mexican Congressman Benjamin Robles Montoya, Deputy Coordinator of the Workers’ Party (PT) Parliamentary Group which forms part of President Andrés Manuél López Obrador’s governing coalition. “The holding of this international meeting demonstrates that there are no sanctions in the world that can prevent reasonable dialogue or the respectful exchange of ideas,” Robles emphasized in his Oct. 1 Legislative Note on the conference, issued from Moscow.
He reiterated Mexico’s commitment to peace, and supported the proposals for talks between Russia and Ukraine made by the Mexican President and other world leaders, who seek to stop that conflict “promoted by interests foreign to the Ukrainian and Russian people.”
“We trust that the top leadership of the Russian Federation will not fall into provocations that would make it easier for the pro-war forces to unleash an escalation of war that would lead the world to its destruction,” he added.
Congressman Robles also pointed out how regional integration projects such as the Community of Latin American and Caribbean States (CELAC) and the BRICS are reinforcing the “trend towards multipolarity,” which he supports.
He called for more such “parliamentary diplomacy” as was occurring in Moscow: “This important meeting of parliamentarians should make us retake the importance of parliamentary diplomacy in today’s world, not only as an instrument of the peoples to deepen friendship and cooperation, but also to contribute to the desire for peace, equity, justice and respect among nations.”
In 2022, Congressman Robles had already promoted parliamentary diplomacy for peace. Addressing the Schiller Institute’s International Seminar, “For World Peace: Stop the Danger of Nuclear War” on Nov. 22, 2022, Robles issued an “Appeal to Current and Former Legislators of the World: We Must Act Now To Stop the Danger of Nuclear War.” He urged that “a group of legislators who represent everyone on all continents, if possible, of all nationalities, enter into dialogue directly with the governments of every country interested in world peace … as well as a New Economic Order that incorporates the new principles in favor of humanity.”
