The International Criminal Court Prosecutor Karim Khan concluded in his 49-page submission to the ICC judges that they should “urgently render its decisions” on the issuance of arrest warrants for four leaders of Israel and Hamas. While the ICC has granted permission to 18 states to weigh in on whether the ICC has jurisdiction, Khan counters that “any unjustified delay in these proceedings detrimentally affects the rights of victims.… It is settled law that the Court has jurisdiction in this situation.” The claim to the contrary “misunderstands basic concepts of jurisdiction under international law.”
