March 25, 2025 (EIRNS)—In his March 25 interview with Channel One, in which he discussed the March 24 Russia-U.S. negotiation meeting in Riyadh, Russian Foreign Minister Sergey Lavrov asserted that dialogue between Moscow and Washington on strategic stability should be restored on the basis of the principles of the New START treaty.
“The Russian-American dialogue on strategic stability must be restored. We agree with this. Of course, this can only be done on the basis of a return to the principles that underlie the Strategic Arms Reduction Treaty and are reflected in its preamble, including the connection between strategic offensive and strategic defensive arms, including mutual respect and an agreement to conduct business exclusively on the basis of equality,” he said.
The New START preamble states: “The United States of America and the Russian Federation, hereinafter referred to as the Parties … [believe] that global challenges and threats require new approaches to interaction across the whole range of their strategic relations,” and “[desire] to bring their respective nuclear postures into alignment with this new relationship, and endeavor to reduce further the role and importance of nuclear weapons.”
