Istanbul Russia-Ukraine Talks Took Place; Prisoner Swap Deals, Terms for Negotiations Filed

The Russia-Ukraine talks in Istanbul today lasted more than an hour and were conducted in Russian. Both sides presented their proposals for a peaceful resolution of the conflict and discussed these in some length. The parties discussed the two proposals and are determined to hold a third round, time and place yet to be determined. The Ukrainian side proposed that they meet again between June 20 and June 30. Arrangements were agreed to for prisoner swaps, return of dead bodies, and ongoing dealings for wounded.

The meeting started an hour and a half late as Umerov, the head of the Ukrainian delegation had asked for a private meeting with Turkish Foreign Minister Fidan, who was moderating the event. It is also reported that members of the Ukraine delegation met in advance of the meeting with representatives of Britain, Germany and Italy.

The Russia-Ukraine talks took place in the context of the Ukrainian attacks yesterday on Russian strategic military facilities, and the sabotage of two railroad lines, leading to the deaths of many passengers. Surprising on one level, however, sources close to the diplomatic process indicate that these facts will not directly affect the negotiations. The Russian Ministry of Defense will be responsible for the response to the strikes. And diplomats will try to save human lives and end the conflict at meetings of delegations.

The Ukrainian side presented its proposals: 1) there should be an immediate ceasefire; 2) Ukraine rejects neutrality and wants the right to join any alliance it chooses; 3) Non-recognition of Russia’s new districts; 4) No reduction in their military forces; and 5) The right to deploy the forces of any country on its territory. All of these, of course, are absolutely unacceptable to the Russian side.
