Measures against vessels of the “shadow fleet” thought to be carrying Russian oil could be applied at any time, without a formal launching of sanctions before, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said on Nov. 20.
Member states agreed “to be more agile, to do it faster, not to wait for the next [sanctions] package,” she said at a Thursday press conference in Brussels at the end of the Foreign Affairs Council session. Not telling which ministers disagreed, she said most ministers backed this approach, which she claimed would be effective.
