Deutsche Welle reports that the summit of 27 EU leaders has yet to arrive at a decision on proposals to seize or otherwise use frozen Russian assets to fund Ukraine, but the grouping has decided to postpone to January a vote on the proposed EU-Mercosur deal, strongly opposed by farmers in many European countries. Supporters of the agreement were unable to secure the 15 votes out of 27 required to pass it.
