NATO Commander Gen. Alexus Grynkewich, in remarks to reporters at NATO’s military headquarters in Mons, Belgium on Dec. 4, suggested that NATO could become more “proactive” in response to alleged Russian hybrid threats. “Hybrid threats are a real issue, and I do think that we can anticipate more of that happening,” he said, reported Reuters. He claimed that some recent incidents in Europe were reckless and some intentional. He said it was important to say who was behind hybrid incidents and that the alliance knew Russia was behind some of them.
