The contents of this bill, re-introduced April 3, have been reported here before. In essence it proposes to punish South Africa for its friendships with China, Russia, and Iran. That is, this is an anti-BRICS bill.
Not wishing to leave any grievance out, the bill’s authors have included a clause pillorying South Africa for not expediting the export of its mineral wealth to its betters, namely, “the persistence of South African state-owned railway company Transnet’s insufficient capacity, which has disrupted rail operations and hindered mining companies’ export of iron ore, coal, and other commodities, in part due to malfeasance and corruption by former Transnet officials.”
Under the Biden administration, this bill was unsuccessful.
