Russia Advocates No Weapons in Space, While U.S. Plans 'Maneuver Warfare' in Orbit

Russian Deputy Foreign Minister Sergei Ryabkov, in remarks delivered to a meeting of the Trialogue International Club on April 20, advocated the Russian-Chinese initiative aimed at prohibiting weapons in outer space through a new legally binding treaty. “A major intermediate step on the path toward signing a legally-binding instrument for preventing an arms race in outer space is the international initiative or a political commitment on no first placement of weapons in outer space, which already has 37 participating states,” Ryabkov said.

The U.S., on the other hand, is seeking to bring “maneuver warfare” to orbit. That is, U.S. Space Command wants to be able to move satellites in orbital space the way a ground army moves troops and tanks on a battlefield.
