At the July 13 “Coalition of the Willing” summit in Paris, nine European countries—Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, and the U.K.—signed a joint declaration with Ukraine establishing an “Integrated Anti-Ballistic Missile Coalition,” aiming, in the Elysée’s words, to “build a shared anti-ballistic missile capacity for Europe” by pooling the members’ industrial base, research, and Ukraine’s war experience.
